Three Valleys Municipal Water District Staff

Three Valleys Municipal Water District has a full-time staff of 24, including the Miramar Treatment Plant, which treats water from the State Water Project (SWP).

Richard W. Hansen, P.E., General Manager/Chief Engineer
"Rick" Hansen has served as the General Manager/Chief Engineer for Three Valleys Municipal Water District since 1981. Mr. Hansen has been visionary in identifying various regional water projects that have and will continue to benefit the communities served by TVMWD through its 13 member agencies. His direct responsibilities include oversight of all District activities related to its water supply system, operations & maintenance, and administration that includes the preparation of the District’s annual budget and annual government financial reporting. He is the District’s direct liaison to an elected Board of Directors and serves as the primary point of contact to other public and private agencies conducting business with Three Valleys.
Mr. Hansen is an alumnus of California State Polytechnic University, Pomona (Cal Poly Pomona) where he earned his Masters Degree in Civil Engineering; he was also awarded a Masters Degree in Public Administration from California State University, Northridge. Mr. Hansen previously enjoyed the privilege of serving as a past adjunct professor to the Civil Engineering Department at Cal Poly.
As a Registered Professional Engineer, Mr. Hansen is affiliated with the American Society of Civil Engineers, American Water Works Association, Southern California Water Utilities Association, and the Association of California Water Agencies.

Kirk Howie, Assistant General Manager, Administration
Mr. Howie has been with the District since February 1997 and has served as the Assistant General Manager, Administration since March 2006.

He received his Bachelor of Science in Finance and a Masters in Business Administration from the California State Polytechnic University, Pomona (Cal Poly Pomona).  His responsibilities include handling legislative affairs and policy issues and overseeing the outreach programs and administrative operations of the District, including personnel matters and information technology systems. He previously served in the capacity of Chief Finance Officer with duties including management of the financial operations, establishing budgets and water rates, human resources and reserve investments.

Mr. Howie is a member of the Association
of California Water Agencies, the California Special Districts Association, the Southern California Water Utilities Association and the Government Finance Officers Association.

Mario Garcia, Assistant General Manager, Engineering & Operations
Mario Garcia is responsible for TVMWD’s engineering and project planning functions and also oversees the staff that operates the District’s Miramar Treatment Plant and Water Transmission System. His job responsibilities include all technical aspects of program and resource development and implementation.

Mario received his Bachelors Degree in civil engineering from the University of California, Berkeley and is a registered Professional Engineer in the State of California. He has worked in the water industry for nearly 20 years and has been with the District for nine years.

Mr. Garcia’s professional affiliations include the American Water Works Association, the Association of California Water Agencies, and the American Society of Civil Engineers.

James Linthicum, Chief Finance Officer
James is responsible for the District's finance and accounting functions, preparation of the annual budget and rates, and administration of employee compensation and benefits.
He received his Bachelor's Degree in Accounting from California State Polytechnic University, Pomona (Cal Poly Pomona).  James earned his CPA license in 2004 and is a member of the California Society of Certified Public Accountants and the Government Finance Officers' Association.
He joined the District in 2009.  Before coming to the District, James spent 5 years in public accounting and 3 years in local government.
