Three Valleys Municipal Water District has a full-time staff of 25, including the Miramar Treatment Plant, which treats water from the State Water Project (SWP).

Richard W. Hansen, P.E., General Manager/Chief Engineer

"Rick" Hansen has served as the General Manager/Chief Engineer for Three Valleys Municipal Water District since 1981. Mr. Hansen has been visionary in identifying various regional water projects that have and will continue to benefit the communities served by TVMWD through its 13 member agencies. His direct responsibilities include oversight of all District activities related to its water supply system, operations & maintenance, and administration that includes the preparation of the District’s annual budget and annual government financial reporting. He is the District’s direct liaison to an elected Board of Directors and serves as the primary point of contact to other public and private agencies conducting business with Three Valleys.
 
Mr. Hansen is an alumnus of California State Polytechnic University, Pomona (Cal Poly Pomona) where he earned his Masters Degree in Civil Engineering; he was also awarded a Masters Degree in Public Administration from California State University, Northridge. Mr. Hansen previously enjoyed the privilege of serving as a past adjunct professor to the Civil Engineering Department at Cal Poly.
 
As a Registered Professional Engineer, Mr. Hansen is affiliated with the American Society of Civil Engineers, American Water Works Association, Southern California Water Utilities Association, and the Association of California Water Agencies.

Matthew Litchfield, P.E., Assistant General Manager

Mr. Litchfield has served as the Assistant General Manager since April 2018.  His primary responsibilities include assisting the General Manager in achieving the TVMWD Directors' approved Strategic Plan Goals and Objectives and daily administration and oversight of the District’s operations. 


Mr. Litchfield received his Bachelor’s degree in Civil Engineering from the University of Arizona.  He holds Professional Engineer licenses in the State of California and Nevada and has both a level D5 Distribution Operator and T3 Treatment Operator certifications issued by the State of California.


Prior to coming to TVMWD, he worked for the West Valley Water District in Rialto, CA both as the General Manager and Assistant General Manager for 2-1/2 years and the City of San Bernardino Municipal Water Department for 12 years as the Director of the Water Utility Division and Principal Engineer.  Prior to entering the public sector, Mr. Litchfield worked in the private industry for a large national consulting firm focusing on water and wastewater infrastructure. 

Kirk Howie, Chief Administrative Officer

Mr. Howie has been with the District since February 1997 and currently serves as the Chief Administrative Officer.
 
He received his Bachelor of Science in Finance and a Masters in Business Administration from California State Polytechnic University, Pomona (Cal Poly).  His responsibilities include handling legislative affairs and policy issues and overseeing the outreach programs and administrative operations of the District, including personnel matters and the information technology systems.  He previously served in the capacity of Chief Finance Officer and AGM-Administration.
 
Mr. Howie is a member of the Association of California Water Agencies, the California Special Districts Association and the Southern California Water Utilities Association.

Mario Garcia, Chief of Engineering/Operations Officer

Mario Garcia is responsible for TVMWD’s engineering and project planning functions and also oversees the staff that operates the District’s Miramar Treatment Plant and Water Transmission System. His job responsibilities include all technical aspects of program and resource development and implementation.

Mario received his Bachelors Degree in civil engineering from the University of California, Berkeley and is a registered Professional Engineer in the State of California. He has worked in the water industry for more than 20 years and has been with the District for 15 years.

Mr. Garcia’s professional affiliations include the American Water Works Association, the Association of California Water Agencies, and the American Society of Civil Engineers.

James Linthicum, Chief Finance Officer

James is responsible for the District's finance and accounting functions, preparation of the annual budget and rates, and administration of employee compensation and benefits.
 
He received his Bachelor's Degree in Accounting from California State Polytechnic University, Pomona (Cal Poly Pomona).  James earned his CPA license in 2004 and is a member of the California Society of Certified Public Accountants and the Government Finance Officers' Association.
 
He joined the District in 2009.  Before coming to the District, James spent 5 years in public accounting and 3 years in local government.
