BOARD PRESIDENT, Represents Division IV -- elected by the voters of Glendora and San Dimas
Bob Kuhn is in his third term on the Three Valleys Municipal Water District Board of Directors. He has been a resident of Glendora for over 44 years and served eight years on the Glendora City Council, most notably as Mayor in 1990-91 and 1992-94. He was previously a delegate to the League of California Cities, San Gabriel Valley Association of Cities, and a board member of SCAG. A board member and past president of Foothill Transit, he also served as a board member and president of the Independent Cities Risk Management Authority. He served four years as a Glendora Planning Commissioner, and alternate board member of the Local Agency Formation Commission. He is a 35-year member of Glendora Rotary, and the President of a Glendora-based insurance agency.

BOARD VICE PRESIDENT, Represents Division VI -- elected by the voters of North Pomona
John W. (Fred) Lantz is a California Registered Civil Engineer and holds a Master of Arts in History from California State University, Fullerton, and a Bachelor of Science in Civil Engineering from California State Polytechnic University, Pomona. Mr. Lantz has 37 years of experience within southern California municipal water and power agencies, having formerly served as manager of the City of Burbank and City of Riverside water systems. In prior years he has served as President of the Upper Los Angeles River Area Watermaster, chairman of the Interagency Coordinating Committee, and Burbank's representative on the Metropolitan Water District Board. He presently serves the Three Valleys MWD Board as Vice President, Chairman of the Finance/Personnel Committee, and the District representative on the Six Basins Watermaster Board. Mr. Lantz has been a resident of Pomona since 1970, where his wife Paula Lantz serves on the Pomona City Council.

BOARD SECRETARY, Represents Division II -- elected by the voters of Walnut, portions of Covina, West Covina; including Woodside Village, Charter Oak and San Dimas
Director De Jesus is a member and past president of the San Gabriel Valley Water Association and chair of the San Gabriel River Water Committee. He was appointed in 1999 to represent water industry interests as a member of the San Gabriel and Lower Los Angeles Rivers and Mountains Conservancy. He served for two years as president of the Three Valleys Municipal Water District Board and has represented Three Valleys on the Chino Basin Watermaster Board. De Jesus is the president/GM of Covina Irrigating Company, a private, nonprofit mutual water company established in 1882. Director De Jesus is the appointed Three Valleys' representative to the Metropolitan Water District of Southern California (MWD) Board of Directors, where he serves on various committees related to water quality and operations, working closely with key executive management staff. De Jesus serves on the Vocational Education Water Advisory Board at Citrus College, where he has taught as an adjunct professor in water resources and water distribution system design. A New York City native, De Jesus earned a bachelor's degree in business management and a master's degree in organizational management from Azusa Pacific University. He also holds associate's degrees in water treatment technology and criminal justice. Active in community affairs, De Jesus has received Meritorious and Recognito Ad Valorem awards for his volunteer efforts by the County of Los Angeles.

BOARD TREASURER, Division III -- elected by the voters of Claremont and La Verne
Brian Bowcock represents the Cities of Claremont and La Verne and has been a resident of La Verne for 30 years. Director Bowcock retired following a 47-year career in the municipal utility business, working for the City of Ontario, Monte Vista Water District (Montclair) and retiring as the Director of Public Works for the City of La Verne after twenty-four years of service. He currently serves as Controller and was also a past President of the Southern California Water Utilities Association. Director Bowcock's service in the water utility industry includes having served as President and member of the Board of Directors of the Inland County Water Utility Association, as President of Six Basins Watermaster and as a Board Member of the California Urban Water Conservation Council and a Trustee to the University of Southern California's Backflow Foundation. Mr. Bowcock is a member of the following organizations; American Water Works Association (38 years, "Life Member"), Association of California Water Agencies, Rural Water Assocations (10 years), American Public Works Association and the San Gabriel Valley Engineer's Association. Presently, he is with Civiltec Engineering in Marketing/Project Management. He holds a State of California Grade 3 Water Treatment Operator's Certificate. His son has followed in his footsteps and started a firm in Claremont, Integrated Resources Management, which deals with water.

Represents Division VII -- elected by the voters of Rowland Heights, La Puente, City of Industry, and Hacienda Heights
Director Horan brings years of experience to Three Valleys as he most recently served on the Rowland Water District's Board of Directors. He is a 15-year resident of the City of West Covina and is self-employed in marketing and advertising.

Represents Division V -- elected by the voters of Diamond Bar and City of Industry
Director Ruzicka, a long-time Diamond Bar resident, brings years of public service experience to the Three Valleys' Board. From 1997 to 2003 he was a Planning Commissioner for the City of Diamond Bar, prior to that he served for seven years as a Parks & Recreation Commissioner. He has also been very active in the local Little League, Walnut Valley Rotary Club (past president) as a Board Member of the Diamond Bar Improvement Association and is a Marine Corps veteran. Director Ruzicka retired from the U.S. Railroad Retirement Board in 1991 and from 1994 to 2003 was the Executive Director of the San Gabriel Valley Mediation Center.
