General Manager/Chief Engineer
Mr. Litchfield has served as the Assistant General Manager April 2018 through December 2018. He took over as General Manager/Chief Engineer in January 2019. His primary responsibilities include achieving the TVMWD Directors' approved Strategic Plan Goals and Objectives and daily administration and oversight of the District’s operations.
Mr. Litchfield received his Bachelor’s degree in Civil Engineering from the University of Arizona. He holds Professional Engineer licenses in the State of California and Nevada and has both a level D5 Distribution Operator and T3 Treatment Operator certifications issued by the State of California.
Prior to coming to TVMWD, he worked for the West Valley Water District in Rialto, CA both as the General Manager and Assistant General Manager for 2-1/2 years and the City of San Bernardino Municipal Water Department for 12 years as the Director of the Water Utility Division and Principal Engineer. Prior to entering the public sector, Mr. Litchfield worked in the private industry for a large national consulting firm focusing on water and wastewater infrastructure.
