Three Valleys' Service Area and Elected Officials' Divisions

Members of the Board of Directors are each elected every four years, with elections every two years. Each Director represents a Division within the Three Valleys' service area.

Bob Kuhn

PRESIDENT -- Represents Division IV -- elected by the voters of Glendora and San Dimas. Jody Roberto

David De Jesus

Denise Jackman

PRESIDENT -- Represents Division IV -- elected by the voters of Glendora and San Dimas.

 

Bob is in his fifth term on the TVMWD Board of Directors and continues to serve as its president, a position he has held for the past fifteen years.  He has been a resident of Glendora for greater than 50 years and served four years as a Planning Commissioner and eight years on the Glendora City Council, most notably as Mayor in 1990-91 and 1992-94.  He also has served the community as a Rotarian, Mason and member of the Glendora Chamber of Commerce for over 45 years.

 

During his time on the Glendora City Council, he was a delegate to the League of California Cities, San Gabriel Valley Association of Cities, Los Angeles County Sanitation District and a board member of Southern California Association of Governments.  He is currently a board member of the San Gabriel Economic Partnership and a member of the Board of Directors of Glendora Community Hospital.  Bob is the past president of Foothill Transit, and the Independent Cities Risk Management Authority, and served on the San Gabriel Valley Planning Committee, and as an alternate on the Local Area Formation Commission of Los Angeles (LAFCO) Board.  Bob currently serves as the Vice Chair of San Gabriel Basin Water Quality Authority, and Secretary/Treasurer of Chino Basin Watermaster.

 

Bob is married to his wife Judy for more than 50 years and is semi-retired from his Glendora based insurance agency which he has operated for greater than 50 years.

Jody Roberto was appointed to the Three Valley’s MWD Board in January 2020 to fill the vacancy left when Joe Ruzicka died unexpectedly in December.  Jody and Joe were good friends, neighbors, and she served as his campaign manager. Raised in West Covina, Jody attended Mt San Antonio College and Cal Poly Pomona.  She graduated from Cal Poly with a Bachelor of Science Degree in Business Administration with emphasis in Hotel and Restaurant Management.

 

Jody and her husband Dave have lived in Diamond Bar since 1986 and have been active members of the community. They have three grown children and one precious granddaughter.  

 

Jody was the District Director for Senator Bob Huff where she served as the water and education representative. After retiring from the state of California, she now works as a Public Relations consultant in Education.

 

Appointed to the Diamond Bar Community Foundation board by the Diamond Bar City Council in 2002, Jody served several years as the President of the Diamond Bar Community Foundation. She is the Founding Chair of the Diamond Bar Community Foundation Holiday Gala, Founding organizer of the DBCF golf tournament. Founding organizer and chair of the DBCF Beerfest, Chair of the 55th Assembly District Central Committee, Board Member for Boys Republic, Advisory Board Member for Pomona Valley Hospital, and Advisory Board Member for Pacific Crest Youth Organization.

Jody received the 1997 Pomona Unified School District Community Service  Award and 2010 Diamond Bar Outstanding Volunteer Award.

Director Goytia is a life-long resident of the City of Pomona. He is a proud father of 5 lovely children and grandfather to 5 delightful grandchildren.

 

Director Goytia’s vision and passion in directing and guiding the youth of Pomona are revealed through his involvement with Pomona’s sports programs, where he is currently the President of Pony United Youth Baseball League and Vice President of Fist of Gold Youth Center.

 

It is noteworthy that Director Goytia has reinstated three youth athletic programs, all non-profit organizations, that had been absent for over three decades (Pomona Pop Warner Football & Cheer, Pomona Pony Youth Baseball & Softball League, Pony West/Pony United Youth Baseball League).

 

In addition to being Director, he provides a conscientious voice through his various appointments on Boards and Committees throughout the San Gabriel and Pomona Valleys. As a local Water Representative, he brings awareness and educates the public on the important issue of Water Conservation. Here, he also collaborates with fellow water representatives in establishing water reliability and sustainability throughout the region. As the Parks Commissioner of District 2, he continues to reveal his loyalty to both the beautification of the city and the lives of those dwelling within it. Within this role, he has not only spear-headed a major revitalization of Kennedy Park, but has coordinated several community events at many parks.

 

As a product of the Pomona Unified School District (grades K-12), Director Goytia has reciprocated to the city through his role as a Senior Groundsman (Athletic Facilities) for Pomona Unified School District, since 2001. His dedication to the amelioration of the city and the development of student athletes is continually evidenced through his work ethics.

 

Mr. Carlos Goytia is an accomplished man who tenaciously and humbly works towards the enrichment and improvement of the city and the lives of the individuals in the very land he was cultivated in, that is, the city of Pomona.

Mr. David De Jesus is the President and CEO of Covina Irrigating Company and is responsible for the day-to-day operations of the 140 year-old company.  Their primary source of supply can be found locally in the San Gabriel Mountain watershed backed by groundwater wells in the Main San Gabriel Basin.  He has served as a director at Three Valleys Municipal Water District since 1997.
 
Mr. De Jesus holds a Master's Degree in Organizational Management and a Bachelor of Science Degree in Business Management from Azusa Pacific University. He has also earned degrees in Water Treatment Technology and Criminal Justice.  He holds the highest Water Treatment and Water Distribution Certifications levels issued by the State Water Resources Control Board.
 
David provided instruction for several years to hundreds of students as an Adjunct Professor at Citrus College specializing in water distribution and system design.
 
Mr. De Jesus serves on numerous water boards in varying capacities including the Main San Gabriel Basin Watermaster, the San Gabriel River Water Committee, the San Gabriel Valley Water Association, the Chino Basin Watermaster, and most notably, as a director on the board of the Metropolitan Water District of Southern California representing the interests of Three Valleys since March 2002.  In this role, he serves on several MWD Committees including Engineering and Planning, Special Committee on the Integrated Resource Plan and Water Planning and Stewardship.  During 2016 Mr. De Jesus, was appointed by Governor Brown to serve as on the Colorado River Board as the alternate representing the water supply needs of nearly 19 million Southern Californians.

TREASURER -- Represents Division III -- elected by the voters of Claremont and La Verne.

 

Brian Bowcock represents the cities of Claremont and La Verne and has been a resident of La Verne since 1978. Director Bowcock retired following a 47-year career in the municipal utility business, working for the City of Ontario, Monte Vista Water District (Montclair) and retiring as the Director of Public Works for the City of La Verne after twenty-two years of service. He currently serves as Controller and was also a past President of the Southern California Water Utilities Association (54 years). Director Bowcock's service in the water utility industry includes having served as President and Member of the Board of Directors of the Inland County Water Utility Association (1973), as President of Six Basins Watermaster and as a Board Member of the California Urban Water Conservation Council, and a Trustee to the University of Southern California's Backflow Foundation.

 

Mr. Bowcock is a member of the following organizations: American Water Works Association (54) years, "Life Member"), and Association of California Water Agencies (39 years). He also sits on the Board of Directors for the Citrus College Foundation since 2008, currently serving as Immediate Past President. "I’m proud of the 57 years of working in/with/and for the water industry."

 

Mr. Bowcock received the Volunteer of the Year Award in 2009 from AWWA.

 

His son has followed in his footsteps and started a firm in Claremont, Integrated Resources Management, which deals with water and environmental issues. Mr. Bowcock is married and has 9 grandchildren, and 4 great grandchildren.

Denise Jackman has been a resident of Rowland Heights for more than 25 years, graduating from Rowland High School.  She graduated college with a paralegal degree and has worked as a paralegal for 17 years.

 

Denise is active in her community and is the President of the Rowland Heights Women's Club, Board Member of the Rowland Heights Community Coordinating Council and is a member of the Community Advisory Committee for the Walnut Sheriff Station.  She has been a volunteer and served on various boards over the last 27 years.

 

As a community leader, Denise identifies challenges in her community and finds the resources available to address those issues.  Denise is currently working with the leaders in her area and the Office of Emergency Management in forming an Emergency Disaster Plan for her community.

 

Denise has been with her husband Wes for more than 23 years and they have raised three adult children.
